It is because by default at the time of this writing, Ionic CLI tool is defaulted to For me,reinstalling the sdk Manager solved my problem.For this go to SDK Manager in Android Studio and uninstall all the sdk and related packages in sdk tools ,click on apply and then close the Android Studio.Now,again reinstall all the sdk tools.Now on command prompt ,run flutter doctor -v and then if some licenses r not accepted then accept.
